I'm 16 too, and I agree. I e-mailed ADC, and this is what I got back:
Thank you for contacting the Apple Developer Connection regarding
obtaining an ADC Membership during High School. At this time, the ADC
Student Program is designed for only College and University Students
worldwide. Although we recognize there are many potentially great future
developers at the High School level, we are only able to provide this
program to College and University level students. You are required to
be at least 18 years of age to join the ADC Student Program and to agree
to the Terms and Conditions and Non-Disclosure Agreement attached to the
ADC Student Program Membership.
I guess that won't happen, but it would be a really good idea. There
have to be lots of high school students under 18 who are developing for
Mac OS X - I wish Apple could come out with some sort of high school
developer program for us.

BTW: You are not a rare case. I'm in almost the same bind.
I'm 16, I also know a number of people who are under 18. All of us would
love to be part of ADC Student Developer.
