That was the part I was missing. On my development machine, I never run my app from an Application folder. Once I did that, everything started working fine.

Oh, and the issue with changing the extension to rtfd and back was just a case of very persistent hiding of the extension by the Finder. Once I changed the extension in the Get Info window, it went back to being a normal folder. Until I moved the App to an Applications folder and reran it.
