Guys,
Go dig around in the Project Builder list archives. This has been
discussed a bunch of times there with the solution from members of the
Project Builder team. (I'm not blowing you off or trying to get rid of
you; it's just that I don't recall the specific solution but I know I
saw it there, and that list is more appropriate for this topic anyway.)

That's a FAQ. It's clear that one of Apple's installers wrongly
deletes
this file, but I have not heard definitively which one it is. You say
this
happened after updating to 10.1.3 but most people using 10.1.3 have
not
experienced the problem, so that isn't it. The Language Updates are
the
likeliest candidate AFAIK. Apple needs to address this. m.
