AppKit (and ObjC runtime) in OpenStep days did run on Window NT. It even had the user selectable option of a NeXT style interface or a Window style interface (IIRC).

This may be a leftover from that... I personally don't know if Apple has a team maintaining the windows side of things, either way it doesn't appear to be a priority for them (at least not a publicly known priority).
