24 or 12 hour clock, NSUserDefault BUG

I need to know if the user time is set for 24 or 12 hour clock,
there is a bug in the userDefault,
NSShortTimeDateFormatString is always 12 hour clock.
NSTimeDateFormatString is always 24 hour clock
So if want to make my own format strings, is there a
lower level place to read the user settings?
