Using NSHelpFile is not the recommended way of providing online user
assistance in Mac OS X. The recommended way for displaying help is via
Help Viewer, and is explained in /Developer/Documentation/Apple
Help/ReadMe.htm/.

You have to set NSHelpFile in the Build panel (Application Settings).
The
annoying thing is that you must enter this manually, in the Expert
settings; there's no slot for it in the Simple settings. (Apparently
Apple
doesn't think providing help is a basic part of what applications do.)
