Dock NSMenuItem issues?

I'm trying to add some dynamic dock menu functionality to an app I'm working on and I keep getting gray-out NSMenuItem. I want to add an Action to these menu items but since they are gray-out they aren't selectable. Any suggestions on what I'm doing wrong when creating my dynamic NSMenuItem?
