I've been using them since they came out. The worst problem I've seen is that HTML rendering seems to be much slower. (This may be something weird on my machine; others have reported no such slowdown.) I haven't used gcc 3.1, but the reports I've seen suggest that, by and large, it's quite usable. (However, the PB team--and the release notes--make it clear that 3.1 isn't considered to be quite ready to be the official version, and expressly say *not* to use it for released software. One known problem is that C++ exceptions don't work; a fix exists, but isn't yet available.) The PB team's semi-official position is that gcc is really the only part of the April Tools that they feel is really "beta".
The most visible change is that it's now possible to move each of the panes in the project windows into their own separate windows. There are others, but that's the one that prompted me to start using it as soon as I could. I've had no regrets about moving to the new version.
