Others have described why this is... In 10.1.x, the Symbol keyboard is one option to enter symbol characters. The Unicode hex input is another (for those of you with a Unicode chart handy 8-) ). Both are pretty obscure of course.

Mike Ferris's TextExtras bundle (from www.lorax.com) has a character palette; he showed this at the WWDC BOF; that is a good alternative for Cocoa apps.

Apple is also looking at ways to make Symbol and other Dingbat entry a lot more straightforward in Jaguar.
