Documentation download?

When I look in my copy of the documentation it says "Description Forthcoming" and "This topic is under construction". Is there now a downloadable version of the documentation where these files have been completed?
I've seen the message from Matt Rollefson about the on-line version of API documents, but wonder if I missed information about a download.
