[OT] Intercepting emails from and to Mail.app

Is it possible to intercept emails before Mail takes them or sends them?

The main aim is to change the encoding of an email to
anything the user wants before sending it.

(Mail allows to change it for the emails in mailboxes, but
does not allow to choose an encoding for outgoing emails.
This causes serious problems for Asian languages, because
many email systems do not yet support Unicode.)

Another thing I want is to add blocking feature for emails from certain
servers (mostly spam mails).
