It's a minor nit to pick, but URL encoding is not defined as part of any
HTML standard. It's defined in RFC 1738 - "Uniform Resource Locators,"
and applies to a number of applications (FTP, for example) where HTML
standards are irrelevant.
More importantly - there's no need to experiment to see what works.
There is an existing function (CFURLCreateStringByAddingPercentEscapes)
that will correctly escape any and all unsafe characters in one easy
step. There's no need to reinvent that wheel - and even less need to
experiment with a square one that handles only one of a variety of
unsafe characters that need to be escaped.
