That's just because the two types of windows have their own toolbars.
You should be able to set each one to small icons, and you'll be good
to go.
My point was that the small icons make very little difference to the
size of the toolbars. In the 'compose' window, switching to small
icons makes the toolbar slightly less than 2 aqua 'stripes' smaller
(Using pixie shows me it is exactly 10 pixels smaller), whether I have
text on or not. Turning icon&text on only affects the horizontal
spacing, so it's not that. The toolbars are still way too big, even
with 'small' icons. And, as has been commented, using 'text only'
blows away functionality (I didn't even know the mail search option
existed for about 6 months after getting OSX, as my first reaction was
to make the toolbars text only).
On top of this, they seem to be pinned to pixel sizes, not 'real'
sizes, which gives a disparity between screens. I would be much
happier if I could say 'make all my toolbar icons 8mm high' (system
wide, I might add) and have this work transparently on all my screens.
Something like dock resizing, but working system-wide and pinned to
real-world sizes, not this random pixel stuff.
