I was using the same call as you and I was not getting the appropriate file permissions. Since I stopped using this API and switched to chmod/chwon APIs, I don't know if this has been fixed or not or whether I was doing something wrong or not. But IIRC the answer was that the User mask was the culprit.

I just tried to set the permissions to 0x777 on a 10.1.5 OS X Client machine and I still get the problem.

The file permission is set to 0x775.
