Currently it truly seems so, but that (Finder does a zillion things it should not, since they belong elsewhere than into a file manager) is a grave design bug alas inherited from the terrible mess called OS9. Hopefully, it will be fixed soon, and I presume the application is designed to survive a few OSX releases!
