Copy operation *should* change the file creation date, AFAIK.

Hopefully not, they fixed NSWorkspace in 10.1 to cope with HFS(+) better (on 10.0, I don't think it even respected resource forks). You could compare the flags with /Developer/Tools/GetFileInfo
