I know this is more a OS X user question, than a OS X programmers
question, please forgive me...
I have noticed that when some people send me their emails, their
personal picture is displayed in upper right corner of the email
content, when viewing with Mac OS 10.2 Mail program. When I ask how
this is done, they mention this is a feature of the .Mac service
(which I do not have).
Is there similar way to set this up for a Mail user, who does not have
a .Mac account?
No, as the image is not actually sent with the mail, so there is
nothing you can look for in the mail to display. The way Mail.app does
it is to recognize that the sender has a .mac account. If the mail came
from a .mac account, Mail.app then looks on the .Mac servers for a
picture for that account.
