Yes - NSMailDelivery. I don't know if it's documented anywhere except the header file for it, though; fortunately, it's trivially simple. See /System/Library/Frameworks/Message.framework.

Of course this relies on Mail.app being configured.

EDInternet Framework is a really good solution when it comes to sending e-mail given a smtp server address and an associated e-mail account.
