Leave that to the user please. If the user closes the window, close the window. If the user quits the app, quit the app.

I would love to be able to close iCal's window without quitting it. Others might want to close the window of System Preferences, iPhoto, Address Book or even Calculator without quitting it. It all depends on how you use an app.

With the standard behaviour the user has the choice.
