Strange difference with the Apple menu, mine is always in Danish. I'm also at 10.2.2.

Well, the dock menus are owned by the applications they belong to. So they won't change until you restart that app.

Not all of an applications dock menu is owned by the application. The 'Show in Finder' and 'Quit' menu items are owned by the Dock. They are found in the DockMenus.plist file inside the Dock.app's resources and are (at least here) localised with the Dock and not with the application.
