Both reasons.

Old Apple iApps were working under MacOS 9, and Apple has chosen to
carbonize them instead of fully rewritting them.

Recent iApps are all Cocoa applications.

- iPhoto
- iChat
- iCal
- iSync

We could even add other applications such as Mail, AddressBook and Backup to
this list, as they could be considered as iApps.
