One sad fact about modal dialog under OS X & Cocoa is that the Window manager is still buggy when it comes to dialog ordering. This bug has been reported maybe 1 year ago and is still not fixed.

If you have 1 Modal dialog which then opens another modal dialog, you can make the first one be the frontmost one but (can't click in it happily).

It's useful to be able to move the primary dialog or main window but it's not that good the primary dialog can be the frontmost.

It looks like another bug was fixed in 10.2 where the secondary dialog could be put behind the primary dialog when clicking on the Finder and then on the Application icon in the Dock.
