Can't find Framework

Gcc 3.1 spits out "can't find framework" if I try to use the
SMySQL.framework.
1. "/Library/Frameworks" is in the Frameworks search path
2. "/Library/Frameworks/SMySQL.framework" is where the framework is
installed
3. MySQL is running
4. If I replace the SMySQL calls with the direct C-api calls, the code
links fine.
Anyone know what the problem is?
