plist permissions

Hi all.

This may be a bit OT but I am wondering if there is any way to change my the default privileges for my cocoa applications plist (preference) files. They are being written as 600 and I would like to get 640.

I thought that maybe there was a global configuration option somewhere that specifies this but I don't know where it might be.
