It's a gal, not a guy.
If the frames problem you're referring to is that frames sometimes multiply
into multiple frames, it's a known bug in Jaguar.
Believe it or not, Help Viewer got a lot faster and better in Jaguar, when
it became a Cocoa application. In my view -- shared by many -- it still has
a ways to go.
Most of the speed problem seems to have to do with its need to download help
content from Apple's servers. That's a plus, as well as a minus, so the
trade-offs are more complicated than you imagine.
If you want to give helpful suggestions to Apple, subscribe to Apple's help
mailing list. The Help people seem to monitor it pretty closely. But please
don't subscribe just to flame Help Viewer -- they already know, they're
working on it, and the present subscribers don't get any value from the
repeated flames.
