terminal app

I want to write a simple terminal app that basicly combines the ability to
make transparent borderless windows (like the On screen controls for volume
and brightness). Does anyone know how to go about doing this? I roughly know
how to make the transparent borderless window its I have no idea how to make
the functionality (terminal).
