Oh, NO! That's horrible news. There had been a lot of work on Subversion specifically to support NIBs that addressed this problem. It must not be in the main branch yet (but I thought it was).

I was hoping that Subversion was going to support opaque collections -- i.e. anything below a particular directory would be treated as a random collection of goop that could not be consistently inventoried.

In any case, I'll ask the folks that were doing the NIB support in subversion what's up.
