There is a reason why they're called "guidelines", and not "laws." ;-)
And even if they were "laws" it wouldn't matter. Laws are broken
everyday.
They're not always broken by shady characters either - I see little old
ladies jay-walk all the time (illegal here but un-enforced). Oh, who
*always* uses their turn-signals? Yeah, I've seen you turn at that
4-way stop sign without flippin' it on. Ya'know, the one in the middle
of nowhere..
