Mail API

I know this question has been bounced around before, but is there an Apple
approved Mail API for Mac OS X that allows applications to send MIME style
email directly from their application? If not, is the best way to do this by
sending AppleEvents to the Mail application (or whatever the currently
selected Mail program is)? In either case, does anyone have source code?
