On 10.1.5, you can also get the OpenSSL headers as part of the "Darwin Development Environment for Mac OS X", which can be downloaded here:

http://developer.apple.com/darwin/projects/darwin/

On 10.2, the OpenSSL headers are part of the "BSD SDK" which is included with the dev tools. It's an optional install, not part of the default set of installed packages, so make sure to do a customized install.
