What tool does Apple use to generate the HTML documentation for the
Cocoa frameworks?

It looks really nice. I'm aware of HeaderDoc but it doesn't seem to be
able to generate documentation in the same "style".

The Cocoa documentation is currently produced in FrameMaker+SGML. It is exported from Frame as XML, and we have internal tools that take the XML and generate the HTML framesets.

We're thinking about ways to continue enhancing HeaderDoc to allow it to create more Cocoa-like documentation.
