It is unless the other windows are subclasses set to return YES to
-worksWhenModal (such as font or color panels or similar). Apple's
understanding of modality is the same as yours: "to exclude all other
windows and panels from receiving events".
Whether it's an application bug or an API bug is another matter, of
course. -runModalForWindow: works as prescribed in my apps (still using
10.1).
Actually, on reflection, if this is something new in 10.2, it gets my
vote. I've often been frustrated by large and/or immovable
application-modal dialogs which hide a window I want to consult for
information. Sometimes this means having to cancel the modal session in
order to get the information, memorise it, and begin again.
I don't like the sound of being able to close the other windows, though.
