I have an NSColorWell. It brings up an NSColorPanel (if I understand
correctly). The setTarget method for NSColorPanel refers to the
"Apply" button. I don't see an "Apply" button. I tried turning
off "continuous" but that didn't make a button appear.

AFAIK, the NSColorPanel's "Apply" button only appears in OS X versions before Jaguar. In Jaguar and later, it just sends the action as soon as you choose a new colour.
