URLHandleUsingCache won't cache

I've been trying to use URLHandleUsingCache:YES to download an image and cache it, but whatever I do it refuses to cache. I used loadResourceDataNotifyingClient:usingCache:YES before, and caching worked fine. But since I've switched to URLHandleUsingCache, I've got no cache. Can anyone else get this to work right, or could it be something in my code?
