You need to index the help files. Launch the Apple Help Indexing Tool, turn on "Index anchor information in all files" in its Prefeferences, and then drop your help folder on the Apple Help Indexing Tool. This will generate an index file that Help Viewer uses to look up anchor information.

It would be really nice if Apple provided a command-line version of the AHITool that could be run from a shell script build phase in Project Builder. Or if Apple provided an "Index Help" build phase...
