Yes, there are several. Apple ships headerdoc, and I believe there's
also
one around called autodoc. (Try googling for it.)
Headerdoc's documentation is in:
/Developer/Documentation/DeveloperTools/HeaderDoc/
You can get autodoc from the MiscKit ftp archive:

Although it is listed as a beta, it is quite solid and useable. Carl
is working on a new version, but it is not quite ready for release yet.
