Placing controls beside scrollbars

How do I place a control (eg. a popup button) BESIDE a scrollbar in a scroll view? The scroll bar would have
to be resized smaller to make room for the button. For example, you often see drawing apps with a popup
menu of zoom values right beside the horizontal scroll bar.
I'm sure I've seen this before in the docs or example apps, but I can't seem to find it now. Any advice?
