Anyone know where I can get new controls or pallets for Interface

It depends on what you are looking for. Do you have anything in mind or
are you just "browsing?"
There isn't a compiled list of IB controls anymore (speaking of, is
Softrak every going to return) but there are a few people who have free
and commercial versions of controls and palettes.
Softrak
http://softrak.stepwise.com/Softrak
Used to have a complete listing of both sample source code and
interface items. As far as I know they had hardware problems a while
back and have never returned. Keep looking for it, though.
Stick Software's Circular Slider

Really cool circular slider example that has source code available.
Very nice.
Concept House's CHAppKit

I wrote these and I'm adding a couple of more in the near future.
Currently has CHColorMapControl and CHQuickColorWell.
There is an article on making your own palettes here:

There are a couple of places that have commercial palettes available
and you could probably find them with a Google search.
Jasendo Technologies
http://www.jasendo.ca/products.html
Mostly dealing with NSTableView cells.
There was a contest last year at WWDC but I don't know how many people
entered so I'm not sure there are that many free controls out there.
Mr. Anguish, if you are listening, can we get a download or listing of
all of the controls from that contest?
Hope this helps, and sorry to people that I left off...I'm sure there
are a few.
