No, I'm pretty sure they work in 10.1 and earlier, you just need to link against HIServices.framework (which is in PrivateFrameworks on 10.1, and moved to be part of the ApplicationServices.framework umbrella for 10.2 as HIServices also contains the Accessibility API).
