The reason you can't find a suitable mailing list for this question is
probably because most people are not developing new software for Mac OS
9. Also, since Mac OS 9 is not changing, just about any question you
can imagine is probably answered somewhere out there on a newsgroup or
mailing list archive.
For instance, on this particular question, pass "Adding system-wide
menus" to google's "groups" search, and you will get one result, which
has a pretty good explanation of what you need to do.
