User/Pass Authentication

I would like to be able to programmatically verify, given a user name
and password combination, that the user given has access to the local
machine. This there a general API that will do this (so that it
doesn't matter what mechanism the machine is using for user/password
storage) or some sample code that shows how to do just this.
