What is 'the next app'?

There has to be a way to send a specific application to the front. The dock and some app switchers do this. But I don't think there's something like 'the next' or 'the second' app. So which one will you send to the front?

I'm sorry if this does not really help. But I'm not sure I understand what you are trying to achieve. It's the user who should be in command of the application/window layering.
