NSShortTimeDateFormatString still supported?

On my system, asking for NSShortTimeDateFormatString from defaults
returns '%d %b %Y %I:%M %p', which is not what is in my International
panel, is not a combination of ShortDate and Time formats
('%1m/%d/%Y' and '%I:%M:%S %p'), and I would think shouldn't be a
default for a U.S. system. Also, asking for
NSShortTimeDateFormatString on the command line returns nothing,
while the other two do return the value set in System Preferences.
So it seems to me that this setting is not set properly by the
International panel or has a problem with how it computes a default
value.
Does anyone else get similar behavior, or is it something screwed up
with my system?
Thanks.
