I've also managed to get localized folders working. The documentation
at
http://developer.apple.com/documentation/MacOSX/Conceptual/
SystemOverview/FileSystem/chapter_9_section_2.html contains a small but
serious typo - a missing semicolon at the end of the localized string.
Should be:
"Release Notes" = "Localized name";
