Full Keyboard Access - selecting programmatically?

Okay, let's say that I've got an NSTableView with some columns that have NSPopUpButtonCells as their data cells. How can I programmatically:

1. Detect whether Full Keyboard Access is on

and:

2. If it is on, select an NSPopUpButtonCell that lives in a particular row and column of the table view?

Any suggestions are appreciated.
