Tom,
I used your suggestion for a script in the package installer and it
works like a champ. I put my files into a temp directory and them use
the script to move them into the right places. I found that I had to
use the postflight install script to do this. I tried postinstall but
it didn't seem to work correctly.

Yes-- if, as you suggest, you're dealing with an application. However
this doesn't work in the case being considered here, i.e. a preference
pane. It needs to be in the correct location before it can be
launched. Which negates the whole point of creating a symlink.
