Table column resize cursor in drawer

When a Cocoa table is in a key window and its columns are resizable, the
resize cursor appears the moment the cursor is moved over the column divider
in the title row.

But when the table is in a drawer, the resize cursor doesn't appear until I
click on the divider, or even until I begin to drag the divider.

You can see both behaviors in Interface Builder's Test Interface mode, with
60 seconds of work.

Is this a known bug? Surely it isn't correct behavior. Is there an easy
workaround? I hate to have to write my own code to make the cursor appear
just by dragging to the right location.

(This is a Jaguar question.)
