NSForm behavior

I have a window with two tabs. Within each tab is an NSForm. Above both tabs is an NSText field. When I tab through each NSForm, one form tabs from the last field in the form to the NSText field. The other does not and the tab behavior stays within the form. There are no connections to the NSText field from either form. An explanation for this behaviour would be greatly appreciated. My preference is to maintain the tab behavior within the form and not let it exit the form.
