It's not obvious at all. Log in at <http://connect.apple.com>, go to "Download Software," select "WWDC 2003," and scroll all the way down to the bottom.

IMO this is really screwed up. There used to be a working link (way down in the corner) on the Safari page <http://www.apple.com/safari/>, but now the link in the section "Web Kit for developers" links to a page that does not have WebKit on it. A search for "WebKit SDK" turns up useless links; it turns out they spell it "Web Kit SDK" (with a space) on the WWDC page, but even searching for that doesn't work. WebKit is not even listed on the "Development Kits" page <http://developer.apple.com/sdk/>.

I'll file a bug now, as I should have done when this first drove me crazy...
