Carbon, resource fork

Ok...
so basically, I'm needing now to read a file's resource fork into a dictionary. (it has parts so it might work I dunno). Anyway.. I never worked in classic. The closest I ever came was pascal on my Apple IIgs, GSOS 6.0.1 . (It had a resource manager similar to Mac.)
I was on apple's site and could not find any information that really helped. I am sure the answers were right in front of me, but since carbon is a whole different animal to me, I would not know them if they jumped off the screen and bit me.
So, does any one know where to find some pretty basic instructions on doing this, or perhaps some example code? And also... Is it even possible to read the data into a dictionary and return that dictionary to a cocoa method?

P.S. I asked about this earlier, and got good information but since I'm pretty well ignorant of all things carbon, I don't know how to proceed.
